- The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to negotiate a sole-source procurement using Simplified Acquisition methods with Bruce S. Rosenblatt & Associates (BSR&A), Oakland, CA. The contractor, Bruce S. Rosenblatt, will provide engineering details of the Integrated Power System (IPS) and its supporting auxiliary Systems of DDG 100 so that an accurate Fault Tree Analysis (FTA)/Failure Modes, Effects, and Critical analysis (FMECA) can be constructed and used to analyze the IPS design. Contractor has unique qualifications and the needed skill of being familiar with the application and use of the FNECA methodology. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302-1(i)(A). This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed contract based upon responses to this ! notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
