Description
THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, 8(A) SMALL BUSINESS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@dot.gov or by telefax to 720-963-3360 (Attn: Brenda McGehee) for receipt by close of business (4 p.m. local Denver time) on March 4, 2009: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) letter from bonding agent stating your firm’s capability to bond for a single project of $17 million, and your firm’s aggregate bonding capacity; and (4) detailed descriptions of projects your firm has completed as a prime contractor which are similar in scope to the work outlined under PROJECT DETAILS below. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: This project is located about 11 miles east of the City of Cortez, Colorado on US 160. The proposed project is in dissected plateau country with rolling and mountainous terrain. Elevation is approximately 8000 ft. The routes are wholly within Mesa Verde National Park. The main scheduled for this project will consist of the rehabilitation, restoration, and resurfacing (3R) of approximately 10 miles of Route 10 from the Park Entrance to Park Point (Approx. MP 0.0 to MP 10.3). Rehabilitation consists of Full-Depth Reclamation using Foamed Asphalt. Overlay material will be Superpave Hot Asphalt Concrete Pavement. Also included are the rehabilitation of guardrail, curb and various drainage structures. In addition to the Main Entrance Road, this project will construct the subgrade for the Cultural Center Access Road. A contractor stockpile area will also be constructed at the future Cultural Center Site. Construction of the intersection of the Main Entrance Road and the Cultural Center Access Road will be part of this project. There are also three options for this project: Option X consists of constructing a single chip seal on the remaining portion of the Main Entrance Road from Park Point to the Park Headquarters, from approx. MP 10.0 to MP 20.0. Option Y consists of constructing an asphalt concrete pavement overlay on the entirety Civilian Conservation Corp (CCC) Loop. This road is located at approximate MP 19.2 on the Main Entrance Road. Option Z consists of removing and replacing the concrete pavement at the Entrance Station at approximate MP 0.7. It is anticipated that this will be a two-season project. The project is anticipated to begin this spring and extend to late summer of 2010, with a winter shutdown from mid-October 2009 to mid-May 2010. Principal work items on schedule include: lump sum contractor testing; 5,960 ln ft of silt fence for soil erosion control; lump um watering for dust control; 19 acres of clearing and grubbing; 35,100 ln ft of pavement sawcutting; 14,300 cu yd of embankment construction; 20,100 sq yd of pulverizing; 2,900 sq yd of cement aggregate stabilization; 6,600 tons of roadway aggregate; 31,600 tons of superpave pavement; 4,500 tons of hot asphalt concrete pavement; 179,600 sq yd of asphalt pavement milling (various depth); 151,000 sq yds of foamed asphalt stabilized base course; 1,940 tons of asphalt binder; 423 ln ft of pipe culvert (various size); 34,470 ln ft of concrete curb (various depth); 4,400 ln ft of curb and gutter; 18,975 ln ft of guardrail system; 10,750 hours of temporary traffic control (flagger and pilot car). All of the above along with associated survey and staking, removal of various items, underdrain system, special labor categories, and traffic control devices. Advertisement of this project will be based on receipt of Economic Recovery money.
