Description
The Rock Island Contracting Center has a requirement for the operations and maintenance of the Chemical Demilitarization Training Facility (CDTF) located at the Edgewood Area of Aberdeen Proving Grounds MD. This requirement has and continues to be performed by General Physics Corporation. This is anticipated to be the last contract award for this requirement. The contract will be for one year with a one year option. The period of performance will be 1 Oct 2009- 30 Sep 2011. The requirement includes services for laboratory training for both chemical agent disposal facility system contractors and government personnel, chemical disposal specific training for government and treaty personnel, maximum efficient utilization of the CDTF, maintenance of the CDTF and designing, fabricating, and testing equipment for the chemical disposal facilities. Due to the maturity of the Chemical Demilitarization Program, it is expected the level of activity for this requirement will decrease as the chemical disposal facilities get closer to completion of chemical agent munitions destruction operations. The Laboratory professionals must have proficiency in training on monitoring equipment (field and plant equipment) which consists of automatic continuous air monitoring system, depot area air monitoring system and MINICAMS and analytical instruments (lab building equipment) and maintenance of both types of equipment. The Test and evaluation support for the Chemical Disposal Facilities requires demilitarization peculiar machine engineering support including the related Allen Bradley Programmable Logic Controller control equipment. To assure minimal essential proficiency in the operation and maintenance of this chemical disposal equipment the contractor will require, at a minimum: a senior mechanical engineer, a controls engineer and a multi-craft electrical/mechanical/instrument technician. Training instructors are required to provide Health and Safety Orientation Training and Health and Safety Orientation Refresher training. This training requires the contractor to provide instructors who have an understanding of the demilitarization site operations and hazards. The contractor shall analyze, design, develop, implement and improve training courses and curricula for government personnel involved in the chemical demilitarization program as well as other specific program participants such as public outreach personnel and technical consultants contracted by the government to work on chemical demilitarization projects. The contractor shall analyze the operation and maintenance requirements for all process training and facility support equipment and develop maintenance and equipment change-over procedures that allow the equipment to be readily reconfigured for alternating training and test and evaluation activities. The contractor shall maintain all real property on the CDTF campus which includes the six buildings. The contractor shall prepare a monthly report in the contractors format that documents the status of all scheduled and unscheduled maintenance activities. At the end of this contract the contractor will be responsible for disposal of all the Government Furnished Equipment in accordance with the Federal Acquisition Regulations and Defense Federal Acquisition Regulations Supplement Part 45.
