Description
1. The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for the supply and delivery FOB Destination of metal fencing materials. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to (520) 388-8332 by close of business March 6, 2009. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 444190 and the size standard is 1000 employees. 6. Submit a price quote inclusive of any applicable taxes for the supply items and a separate price quote for a single delivery of all items. All deliveries of supplies must be FOB Destination to Coronado National Forest, Douglas Ranger District, 1192 W. Saddleview Rd., Douglas, AZ 85607. 7. A quote must be submitted for all of the contract line item numbers (CLINs) below in order to be considered. The Government anticipates a single award but reserves the right to award lesser quantities than listed in the Schedule of Items. CLIN 1, T-Posts (T-133), 5.5 ft. w/clips, quantity 8280 each. CLIN 2, Wire Stays, 42-in., 9.5 gauge, Class I, quantity 165 bundles @ 100 stays per bundle. CLIN 3, Barbed Wire, 12.5 gauge, 2 pt., Class I, quantity 180 rolls @ 1320 ft. per roll. CLIN 4, Smooth Wire, 12.5 guage, Class I, quantity 60 rolls @ 1320 ft. per roll. CLIN 5, Angle Iron Posts, 2.5 in. x 2.5 in. x ¼ in. x 7 ft., quantity 75 each. CLIN 06, Angle Iron Braces, 2 in. x 2 in. x ¼ in. x 7 ft., quantity 150 each. 8. Desired delivery date for all materials: March 31, 2009. All applicable taxes, if any, shall be included in the quoted prices. 9. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items or show evidence of registration through ORCA. 10. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, conformity to specifications, and ability to meet delivery date. 11. The following clauses are incorporated by reference and can be downloaded in their entirety at www.arnet.gov/far: [FAR] 52.212-1 Instructions to Offerors, Commercial Items, [FAR] 52.212-4 Contract Terms and Conditions, Commercial Items, [FAR] 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; [FAR] 52.203-6, Restrictions on Subcontractor Sales to the Government; [FAR] 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (Oct 2003): proof of contractor registration in CCR required before the Government can effect an award; [FAR] 52.219-8 Utilization of Small Business Concerns; [FAR] 52.225-3 Buy American Act North American Free Trade Agreement Israeli Trade Act Balance of Payments Program. 12. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 13. Award is contingent on availability of funds and may be made for all, some, or none of the items in the Schedule of Services. 15.
