Description
This announcement constitutes a Broad Agency Announcement (BAA) for the NAVFAC Engineering Service Center (ESC) under FAR 6.102(d)(2). This announcement is open until 23 March 2009. NAVFAC ESC has initiated a project to develop a two-part expanding foam to be used for backfill in rapid roadway repair of small surface craters with apparent diameters up to 10 feet. NAVFAC ESC has partnered with the US Army Engineering Research and Development Center (ERDC) in Vicksburg, MS to perform testing of foam stabilized repairs. NAVFAC ESC is seeking technical support for the development of large-volume, high-flow-rate pour foam system. Items to be developed include the foam strength, the foam expansion, as well as the foam pumping, mixing, and pouring technique. The project will involve the evaluation of mechanical properties of the foam, and its ability to penetrate and stabilize backfilled native earth of pavement materials of various soil types in various wet, dry, hot an! d cold environments. A foam system capable of expanding and setting within 5 minutes and developing bearing capacity comparable to that of common roadway base materials is preferred. A performance specification for the foam and foam dispensing system shall be developed, as well as procedures for using the system. The system will be tested in simulated roadway facilities at the NAVFAC ESC at Port Hueneme, CA and ERDC in Vicksburg, MS. The contractor must provide foam materials or be on-site to assist with system operation and data collection, or both during the tests, depending on the product and service offered. The announcement for this award is for abstract only and shall be no more than five (5) pages of technical materials. The abstract shall outline the topics of interest. Interested parties should prepare a short abstract describing their foam injection technology and experience. The abstract shall concisely describe the technology and methodology and shall be! evaluated according to the criteria stated in this announcement. No additional data may be submitted for this BAA. If additional data is submitted, it will be discarded. The abstracts will be evaluated based on their own merits and will not be evaluated against its each other. A peer review board will evaluate the abstracts to this BAA. The abstracts that meet all of the evaluation criteria will be accepted into the BAA Program. The abstracts will be evaluated based on the following criteria (listed in descending order of importance): (1) The performance capability of the foam system; (2) The technical capability of the contractor; (3) The contractor's capabilities related; (4) The qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the objectives of the abstract; (5) The cost relative to the proposed scientific/technical approach. Once accepted into the program, the abstract will be shared with appropriate DOD personnel for consideration. Multiple co! ntracts may result under this announcement. Any proposed technology and methodology should be capable of passing these types of tests. Subsequent to review, the NAVFAC ESC Technical Evaluation Board (TEB) may request a full scale Proposal of no more than 25 pages. NAVFAC ESC may share the abstracts and the proposals with other Dept. of Defense (DOD) personnel of offices associated with this topic. Information that is sensitive or proprietary must so be marked page by page in the abstract and or proposal. Multiple awards may be made. The request for a proposal does not obligate the government in awarding a contract. NOTES: (1) The preceding data should be sufficient for completing the abstract form; (2) There are no solicitation documents applying to this BAA. Request for a solicitation package will not be acknowledged. Those interested in participation in the BAA Program must follow the instructions to submit an abstract; (3) There are no commitment by the Navy either to make any contract awards or to be responsible for any money expended by the contractor before a contract award; (4) Eligibility notification will be sent to all contractors, who have submitted an abstract, after the Navy's Technical Evaluation Board (TEB) has reviewed all abstracts submitted. An eligible abstract does not guarantee a contract; (5) For questions regarding! this BAA, call NAVFAC ESC at (805) 982-1256; (6) The contractor should expect a receipt notification of the abstract receipt, the contractor should call NAVFAC ESC at the above telephone number; (7) Do not call the Contracting Office for verification. The abstract must include the following information: (a) Date of Submission; (b) Company name; (c) POC Name; (d) Companies Full Address; (e) Company POC Telephone Number; (f) Company Email Address; (f) Central Contractor Registration Number; (g) Business Size; (g) Abstract Title; (h) A brief description of the offeror's technology and methodology; (i) A description of the qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the proposed objectives (200) word limit; (j) A preliminary cost estimate for development of the foam, injection system, system specifi! cations and test support; (k) Abstract submittals to this BAA should be submitted on a single CD-ROM, in MS word.doc format, along with 2 printed hard copies.
