Description
The National Aeronautical and Space Administration (NASA), Stennis Space Center,MS, is requesting information to identify possible sources to provide the appropriateheavy lifting equipment and transportation vehicles needed to pick up, deliver and anchorin-place, 3 stainless steel liquid oxygen vessels and 3 support structures to the A3construction site at Stennis Space Center (SSC) in Hancock County, MS. Specific tasks identified:1.Pickup and transport of 3 stainless steel liquid oxygen vessels from, Sunnyvale Texas rail the 3 vessels to Picayune/Nicholson Mississippi. Then off load and transport the 3vessels (tanks) from Picayune/Nicholson Mississippi to Stennis Space Center (SSC)approx 25 miles - await the cleaning of these vessels (estimated time to accomplish thecleaning 30 days) and vertically install the vessels as instructed. The contractor shallinsure these vessels for the cost of $2.7 million each.The dimensions of the vessels are:Diameter: 13 feet outside diameterLength: 59 feet, including nozzle at each endWeight: 321,000 pounds each 2.Contractor will also be tasked to transport 3 separate support structures for the abovelisted vessels prior to delivery of the above listed vessels from Sunnyvale TX. Theoffload of these structures at SSC will be accomplished by SSC personnel.The support structures are:Size: 12 feet X 12 feet X 10 feet highWeight: 18,000 pounds each.These services are projected to begin in April 2009 may push back to June 2009. This requirement is intended to be 100% set aside to Service-Disabled Veteran-Owned SmallBusinesses. Therefore, responses shall be restricted to Service-Disabled Veteran-OwnedSmall Businesses; include the company name and address, phone number, email address andpoint of contact information. This Request for Information (RFI) is issued for informational purposes only and does notconstitute a solicitation or commit the government to award a contract now or in thefuture. Submitting information for this RFI is voluntary and participants will not becompensated. No solicitation exists; therefore, do not request a copy of thesolicitation. If a solicitation is released it will be synopsized in FedBizOpps and onthe NASA Acquisition Internet Service.It is the potential offerors responsibility tomonitor these sites for the release of any solicitation or synopsis.Respondents to this RFI should describe their ability to meet and/or exceed therequirement. Respondents should address the following:1.Companys capability of providing heavy lifting equipment and transportation vehicles. 2.Companys past experience in transporting and lifting similar items during the pastthree years. 3.Estimated timeframe for transportation and lifting after contract award.NASA would prefer that the written submissions not contain confidential business orfinancial information relating to specific companies.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All prospective companies are reminded to direct their written electronic correspondenceto the attention of: George Piccolo at george.r.piccolo@nasa.gov (cc tojames.d.huk@nasa.gov).Those prospective companies shall have their Statements ofCapabilities submitted and received at Stennis Space Center no later than FEB. 26, 2009at 3:00 p.m. in the afternoon (Local Time).
