Description
The proposed contract action is for on call/as needed maintenance/service for the Fire Department Trucks and Apparatus located at the Defense Distribution Depot Susquehanna (DDSP) for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The period of performance will be for one year – 01 May 2009 through 30 April 2010. The Defense Distribution Depot Susquehanna located in New Cumberland, PA has a requirement for a contractor to provide on call/as needed maintenance/service for the Fire Department Trucks and Apparatus. All fire department apparatus has been manufactured by Kovatch Mobile Equipment “KME”. This contract must adhere to the following National Fire protection Agency guidelines: NFPA 1911 - Fire Pump Systems on Fire Apparatus NFPA 1914 - Fire Department Aerial Devices, testing of NFPA 1915 - Fire Apparatus Preventive Maintenance The following specific tasks are to be performed: 1.Engine 69-1 and Engine 69-2 – perform complete pumper service to include the chassis, engine, transmission, fire pump, all filters and the attached diesel generator. 2.Truck 69 – perform complete aerial service to include chassis, engine, transmission, aerial unit, all filters and the attached diesel generator. 3.Rescue 69 – perform chassis service to include the engine oil, oil filters, fuel filters, water filter, lubrication of chassis, fluid levels and test all lights. 4.Fire Pump Certification to include Engine E69-1, Engine E69-2 and Truck 69 – pump certification to include pump performance test and vacuum test to NFPA standards. 5.Aerial Certification to manufacturer’s and NFPA standards to obtain required certifications. 6.Fire Pump Service – service fire pump to include gear case oil, checking relief valve operation, check intake and discharge valves, check gauges, and pump packing adjustments, as needed. 7.Diesel Generator service on Engine E69-1 – service to include changing the engine oil and filters, operate the unit and check for leaks and proper operation. 8.Check the generator for proper output and make necessary adjustments. 9.Hydraulic Generator Service on Truck 69 and Rescue 69 – service will include changing the filter, fill fluid and operate the unit to check for leaks and proper operation. Check the generator for proper output and make necessary adjustments. 10.Air tests and service – quarterly air tests and service to the breathing air equipment at the Fire House, to include taking air samples. Note: Vehicles will normally be taken to the contractor site for service. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Vonda DeBolt, Acquisition Operations, DDC-AB, J Avenue, Bldg 404, New Cumberland, PA 17070, Phone: 717-770-6145, fax: 717-770-7591 or email: Vonda.debolt@dla.mil for consideration by the agency. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be negotiated and awarded to Fire and Rescue Products.
