Description
The US Army Space and Missile Defense Command intends to negotiate on a sole source basis with Raytheon Missile Systems, Tucson, Arizona, for an increase to the ceiling of Option I on the current Raytheon Contract W9113M-07-C-0181. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. This action is to support the continuation of current efforts relating to the design, fabrication, integration, testing, and demonstration of the Advanced Extended Range Attack Missile (AERAM). Award to any source other than Raytheon would result in unacceptable delays and substantial costs. This action will be a modification to the existing cost plus fixed fee contract. The significant duplication of cost involved with a new contractor is considered to be well beyond any cost savings that might be achieved through competition. Under the authority of FAR 6.302-1, this action is directed toward Raytheon Missile Systems. This acquisition is not open to foreign firms. All responses should be directed to Dianne Trimble at dianne.trimble@smdc.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. No telephone inquiries will be accepted. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source modification to Contract W9113M-07-C-0181 is not a request for competitive proposals. A determination by the government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
