- The Department of Homeland Security, Science and Technology Directorate, intends to award a contract on a sole-source basis for an assessment and report on the Continuation of the exhalation of aerosols from monkeys infected with Monkeypox virus. The authority for this sole source award is FAR 6.302-1 - there is only one source that can provide these services and products to DHS. The contract will be awarded to Lovelace Respiratory Research Institute (LRRI) of 2425 Ridgecrest Dr. SE Albuquerque, NM 87108-5127. Award of this report to another firm would result in the needless replication of laboratory results, concurrent monetary inefficiencies, and the morally problematic consequence of needlessly infecting more monkeys with this virus. The period of performance for this requirement is from the award date through September 30, 2009. The deliverable under this contract is a report that will finalize evaluation data and provide final assessment of exhalation aerosol from monkeys infected by an aerosol route with Monkeypox. This notice is NOT a solicitation for proposals or quotations; however, any entity that believes it has the expertise and licensure necessary to perform the required services may submit a letter via e-mail to the Contracting Officer identifying their interest in the requirement and their capabilities. The determination to compete this procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
