- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP). THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The US Army Intelligence and Security Command (INSCOM), Directorate of Contracting, Fort Belvoir, VA has a requirement for Omnibus III mission contract support services that enhances INSCOM 's dominant world-class intelligence, security and information operations for military commanders and national decision-makers mission performance to include technical, management, logistics, multi-discipline intelligence support, information technology, and administrative capabilities and systems that directly interface with intelligence producers, decision authorities, and intelligence support organizations at INSCOM and other locations as necessary. The purpose of this procurement includes, but is not limited to, providing Information Technology/ Management and Intelligence/Operations support for INSCOM. INSCOM is charged with mission performance to include technical, management, logistics, multi-discipline intelligence support, information technology, and administrative capabilities and systems that directly interface with intelligence producers, decision authorities, and intelligence support organizations at INSCOM and other locations as necessary. This requirement is a full and open competition. The North American Industry Classification System (NAICS) code for the Information Technology effort is 541511 with a small business size standard of $25.0 millions of dollars in average annual receipts and Intelligence and Operations effort is 541990 with a small business size standard of $7.0 millions of dollars in average annual receipts. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15: Contracting by Negotiation. The formal solicitation and other related information and items will be released electronically only and posted at the FedBizOpps website (http://www.fedbizopps.gov) on or about March 15, 2009. Copies of the solicitation will be available at the aforementioned site. Paper copies of the solicitation will not be provided. A Sources Sought Notice was previously posted on June 9, 2008 at FedBizOpps under. It is the responsibility of interested parties to regularly monitor FedBizOpps for updates to this procurement. The Government will not pay for information provided in response to this publication. Telephone inquiries will not be taken.
