- DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Brit Systems under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-29, Amendment-1. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition and will be posted separately as a modification to this notice. ITEMS BEING PROCURED ARE AS FOLLOWS: NWIHCS is in need of additional equipment to enable effective use of the existing Brit PACS its Grand Island and Lincoln facilities. This requirement includes Local Roentgen Files Web Server, Hardware, Software, System Configuration and Testing, Installation and Customization, Training, Synchronization of Orders and Reports necessary because of limited network bandwidth constraints. RATIONALE FOR SOLE-SOURCE PURCHASE: The current system in place in VISN 23 is made by Brit Systems. Consequently, the software and equipment needed to expand that system are proprietary products specific to this company. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, February 26, 2009, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
