- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. The Department of Homeland Security, U. S. Coast Guard, Maintenance and Logistics Command Atlantic, Norfolk, VA and the United States Coast Guard Academy in New London, Connecticut is issuing this notice to identify sources capable of providing the follow: 1. Integrated College Board addresses, contacts and profile data for over 35,000 high schools and 2,900 colleges. 2. Imbedded Link to College Board Enrollment Planning Service® (EPS®) data sets and which provide detailed market research for developing strategic goals. 3. Enhanced geodemographic parameters for Student Search Service® purchases (when used with EPS and/or Descriptor PLUS™). 4. Automatic integration and tagging of Descriptor PLUS geodemographic data on high school and neighborhood clusters to student data. 5. One-to-One Communication Flow Rules Engine that manages message content, delivery media, and timing of contact on the basis of individual or group characteristics and activities (applicable to students, volunteers and organizational contacts). 6. Standard Import packages for 27 key student recruitment data sources including SAT®, Student Search Service, ACT, EOS, CollegeNet, NRCCUA and Common Application. These packages include imports from a variety of Student Systems. 7. SAT Essay Viewer allows US Coast Guard Academy to electronically import SAT score information, including the Writing portion of the test. With SAT® Essay Viewer, you can easily view the actual essays in Recruitment PLUS for students who requested their scores be sent directly to Sample US Coast Guard Academy. 8. Data integration through imports/exports with PowerFAIDS™ financial aid software. 9. Data Analyst™ management information module providing on-demand aggregate tables and detailed operational information for managers and staff. 10. Database Management Services: Internet hosting of the Recruitment PLUS database, management of server hardware/software, and integration of external data from College Board data sources. The only known source to the Government for the services listed above is The College Board, Reston, Virginia. Any other business sources, able to provide the above listed services are encouraged to respond to this announcement within 10 days of its publication. Interested firms should submit in writing, its name, address, point of contact and a detailed statement regarding its capability to provide the above listed services. The applicable North American Industry Classification Standard (NAICS) code is 611710 Educational Support Services with Size Standard of 7M. A solicitation will be issued shortly and will be synopsized on the Fed Biz Ops Electronic Posting System at www.fbo.gov. It is the potential offer’s responsibility to monitor these avenues for release of any future solicitation or synopsis.
