- Description
- The OC-ALC, Department of the Air Force, proposes to rent aircraft hanger space from the MROTC Facility operated by the Boeing Company located on Douglas Boulevard east of Tinker Air Force Base. The Government intends to procure this commercial service using a sole-source contract supported by a J&A citing FAR Subpart 6.302-1(a)(2)(B). The Government currently has a short-term need to rent aircraft hanger space only for a short period, approximately ninety (90) days. The contracting officer believes a FAR Part 12, Acquisition of Commercial Items, severable service contract will satisfy the Government's present needs. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. IAW FAR 6.304(a)(2) the approval level for this J & A is the Contracting Officer. Space for short-term use of the categorical space delegation of industrial facility space authority for this transaction is the Federal Management Regulation (FMR), A categorical space delegation is a standing delegation of authority from the Administrator of General Services to a Federal agency to acquire a type of space identified in FMR 102-73.155. Federal agencies can use categorical space delegations to acquire Hangars and other airport operating facilities including, but not limited to, flight preparation space, aircraft. RATIONALE FOR SOLE SOURCE NEGOTIATIONS Only one property, the MROTC, is able to satisfy 76 AMXG's needs as described in Section IV, which are essentially to support B-52 and other weapon system requirements without jeopardizing the individual weapon system PDM efforts. The MROTC is the only facility with sufficient High Bay space, proximity to the base, and has the industrial infrastructure to meet 76 AMXG's requirements. All Responsible Sources may submit a bid,proposal,or quotation, which shall be considered by the agency.
