- General Specifications: 1.0 The Eastern Colorado Healthcare System located at 1055 Clermont Street, Denver, CO 80220 has an immediate and existing need for a Design and Build Contractor capable of providing all plant, labor, tools, parts, equipment, transportation, incidentals and other design and build services necessary to install additional electronic security access systems to five additional high security areas with the VA Medical Center. Electronic access is required due to the nature of services provided in various areas of the Hospital, including the VA Police Armory, TSS Warehouse Distribution, Information Technology, Operating Rooms, Morgue and Pathology Labs at Building 1. The installation of the additional electronic security access systems will require tie-ins to the existing system. The VA is soliciting proposals from qualified and eligible contractors that have a working knowledge and proven work experience in working in an operational healthcare environment. 1.1 All areas are designated high security with controlled access to personnel entering and departing various rooms within the Hospital. Only offerors with experience in performing Design and Build (Turn-key) types of projects similar in size, scope and complexity will be considered for contract award. This project is a 100% design and construction whereby the contractor will have to design the new system to match or be compatible with the existing system. 1.2 The contractor must be certified by Lenel Systems Inc. as a Value Added Reseller (VAR). The incumbent contractor shall ensure adherence to all VA policy, rules and regulations as it pertains to Infection Control requirements, and must have no less than five years experience in working on Lenel Systems Inc. type of systems. It will be the responsibility of the contractor to provide specifications and drawings which must be approved by the Government prior to installation. 1.3 The following is a list of work the contractor shall perform: a.All required electrical work to install electronic access/security controls equipment. b.All fire alarm (Simplex Grinnell) drops as required to install equipment. c.All required door work and repair as needed to install equipment. d.All required painting and patchwork. e.All required programming of equipment. f.All infection control measures and work hours as per section 010000 1.8 Infection Prevention Measures. g.Provide a Schedule of work. h.Provide an equipment list to show quantity of all items and wire in feet. i.Vendor must be a Lenel Systems certified Value Added Reseller (VAR) authorized to install Lenel Systems products. 2.0 Design: The contractor will be responsible for the submission of design submittals at the following percentages for review and approval by the Government: 25%, - 2 weeks after notice to proceed. 50%, - 2 weeks from receipt and approval of the 25%. 75%, - 2 weeks from receipt and approval of the 50%. The 100% design must be received one week from the date the 75% design submittal is approved.
