Description
The Department of Veterans Affairs Medical Center Lebanon PA. (LVAMC); 1700 South Lincoln Avenue, Lebanon Pennsylvania intends to negotiate a sole source procurement for other than full and open competition to E. I. Property Management, P.O. Box 622 Lemoyne PA. 17043. This procurement is to continue the lease of office and related space consisting of approximately 3000 square feet of first floor office space located at 1500 North Second Street Harrisburg, Pennsylvania 17110. The Government has determined it is in its best interest to continue leasing of said office space due to expenses already incurred for connecting of utilities, installation of medical equipment, the installation of the telecommunications and general renovations which are non-recoverable Government costs. Any interest or pricing received as a result of this synopsis will be evaluated to include costs of moving equipment, telecommunications, alterations, impact on agency mission and other variables to be determined by the Government. The relocation decision will be predicated upon best value to the Government. The Government reserves the right to make multiple awards and/or combine multiple space requirements. The Government will relocate from existing space under lease if economics involved and other factors prove to be favorable. The building offered must be in a Class A, modern state-of-the-art professional office building, fully operational mechanical and electrical installations, and meeting the minimum Federal Fire ( NFPA ) 101, Life safety codes and Handicap requirements. The proposed property should be located in a professional office type environment with comparable security available surrounding the property offered by other compatible properties in this rental market. The Government reserves the right to determine acceptability of the offered property as to the building's structural integrity: the highest safety, energy efficient installations: aesthetic appearance, the security installations, the security of the surrounding areas, accessibility of the property to major highways and roads, the availability of public transportation and its location with in Harrisburg. The space must be ready for occupancy not later than April 1, 2009. Lease term: The lease term will be for ( 5 ) years. The Government has termination rights of the lease at any time with a ninety ( 90 ) day written notice to the Lessor. Expressions of interest should include the following: 1) Building's name and address 2) Rentable space must yield a minimum of 3000 square feet of BOMA/ANSI office area for use by tenant for personnel, furnishing and equipment; rentable annual basic rental rate per square foot 3) Method of measurement used to determine rentable square feet 4) Fire and safety and handicap features 5) A letter from the owner granting permission to make a general offering of the space 6) Proof/certification that the property is not located within a flood plain 7) Location and number of parking spaces available to the government at no cost. This announcement is not a request for competitive quotations. No solicitation document is available and telephone inquiries will not be honored; however, interested parties may submit literature detailing how their services meet the VA requirements to the Contracting Officer. Responses received on or before February 17, 2009, will be considered. A determination not to compete this proposed contract based on responses to this notice will be solely at the discretion of the Government.
