Description
The INSCOM Directorate of Contracting intends to negotiate, on a sole source basis, a contract with SystemWare Incorporated, 800 Calle Plano, Camarillo, CA 93012-8557 for SystemWare ScenarioFlex Systems yearly maintenance and upgrades for all current software applications and associated libraries utilized in support of the INSCOM Technical Surveillance Countermeasures (TSCM) mission which provides global Technical Security Support to the Department of Defense (DoD) and other National Agencies. The SystemWare ScenarioFlex Systems are the state-of-the-art Electromagnetic (EM) Spectrum Search platforms utilized throughout the DoD and other government agencies. Pursuant to FAR 6.302, it is recommended that the items be procured from SystemWare, Inc. Due to the proprietary rights for the technologies, advanced design methodologies and source code, no ther company can legally produce this product. The anticipated date for contract award is April 1, 2009. The term of the contract will be through March 31, 2010. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet INSCOM Directorate of Contracting needs. However, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by INSCOM Directorate of Contracting not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of INSCOM Directorate of Contracting.
