- This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. Scope of work to provide DMS 2386 Type 1, Class 1, Grade B Graphite Dry Cloth. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-23 dated 26 Dec 2007. NAICS Code: 424610. Prices should reflect FOB Destination. Justification for Brand Name Only: DMS 2386 Type 1, Class 1, Grade B Graphite Dry Cloth must be manufactured acccording to the specifications stated in DMS QPL 2224. DMS 2386 establishes the minimum requirements for this film adhesive required for the repair of the C-17. The use of such descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.
