Description
Light Mobility Vehicle Requirements THIS IS A SOURCES SOUGHT SYNOPSIS ONLY: United States Special Operations Command (USSOCOM) is developing acquisition documentation in support of its Light Mobility Vehicle (LMV) Program. USSOCOM intends to procure up to 112 vehicles in FY10 in support of this requirement. USSOCOM's procurement strategy is to award a research and development effort with a Firm Fixed Price multiple year production option to one or multiple vendors possessing a mature prototype. Both the research and development effort and production option will be competed simultaneously. USSOCOM intends to conduct integration, verification testing, and prototype refinement of a mature prototype. A mature prototype for this requirement is defined as a vehicle that has been demonstrated in an operational environment or Technology Readiness Level (TRL) 7 or greater. Results will be used to determine which offer is the best value for the Government and down select to conduct low rate initial production. Attached is the draft specification which is being provided for industry comment. USSOCOM will accept responses from industry which directly comment on the content of the draft acquisition document. The intent of this synopsis is two fold: First, USSOCOM is specifically interested in industry comments related to the alignment of the draft document with current industry capabilities. USSOCOM is pulsing industry and seeking input such as, does industry agree this type of requirement can be largely met with an existing, mature prototype vehicle. If no, then please comment which sections of the draft specification are potentially not attainable with current technologies and limited prototype refinement. Second, Firms interested and capable of supplying this product should provide the following information: company name, cage code, address, phone number, email address, a point of contact, and type of company within NAICS 336112. Also, contractors shall provide specific product literature as it pertains to the draft specifications; complete vehicle specification sheet; estimated price; and quantity and delivery capability. Please include any results of relevant testing, evaluations, and/or certifications that have been completed on the proposed vehicle. General company product literature will not be considered a response. Information shall be submitted to Leatrice Frederick at frederl@socom.mil or faxed to 813.826.7504, no later than 1200 EDT on March 20, 2009. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice shall not be constructed as a Request for Proposal or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to total dollars available, total quantity of vehicles authorized, or timeline for official solicitation is available at this time. USSOCOM will post that information in accordance with the Federal Acquisition Regulation (FAR) to FedBizOps after finalization of the acquisition documents.
