Description
Description This sources sought is set-aside for 8(a) small businesses. This source sought is for medical staffing support services for the Division of Immigration Health Services (DIHS) and Office of Detention and Removal Operations (DRO) to provide preventative and primary health care to detainees in service processing centers (SPC), contract detention facilities, or state, county or local correctional facilities throughout the country. DIHS supports the Immigrations Customs Enforcement (ICE) mission by providing or arranging clinically appropriate and cost effective health care services. DIHS requires on-site contractor support to augment existing United States Public Health Services (USPHS) resources at designated facilities. The timely availability of these services will allow DIHS greater opportunity to quickly and effectively respond to the medical needs of ICE/DRO. Services sought can include a wide variety of medical specialties and auxiliary services. These services can include: medical, nursing, dental, radiology, pharmacy, and medical records. The current number of contract healthcare workers is approximately 604. It is incumbent on the contractor to ensure a smooth and seamless transition of the current healthcare services at each of the locations. The continuous service of medical staff as a component of DIHS is essential for clinic operations. The contractor shall use its professional expertise to identify, recruit, select and place qualified contractor and USPHS personnel on an as needed basis at DIHS/DRO headquarters, service processing centers, contract detention facilities, and state, county or local correctional facilities throughout the country. The tasking shall include, but not limited to the recruitment, hiring, credentialing, and retention of medical and administrative personnel. Based on the needs of DIHS, more specialized medical and non-medical personnel may be requested. Personnel shall be expected to perform the following general duties: •Administrative and management support services •Financial management and budget support •Public health policy analysis and support •Information technology (IT) services •Environmental services •Medical staffing support •Medical consultant support •Other related services Additional Information Contractor staff shall work in administrative or medical offices in government facilities. The contractor’s staff shall use equipment and supplies provided by the government or the contract detention center. All on-site contractor or USPHS medical staff will be required to have an ICE security clearance prior to starting work at the facility. Place of performance will be within the DIHS operated medical facilities located nationwide and the DIHS and DRO headquarter offices in Washington, DC. However, due to space limitations, the government may request certain administrative positions be performed remotely from the contractor’s corporate location(s).
