Description
MARKET SURVEY/REQUEST FOR INFORMATION The following is a Request for Information (RFI). No solicitation document exists. This synopsis is for information and planning purposes only and does not constitute a Request for Proposals (RFP). Responses to the RFI cannot be accepted by the Marine Corps to form a binding contract. The Expeditionary Command and Control Suite (ECCS) is a transit case/suitcase based communications solution that provides Secret Internet Protocol Router Network (SIPRNET) and Non-Secure Internet Protocol Router Network (NIPRNET) email and web access, secure voice, secure Video Teleconferencing (VTC), Command and Control Personal Computer (C2PC), Common Operational Picture (COP), and the Defense Information Systems Agency (DISA) standard collaborative planning tools. This system and the services it provides are required by initial response teams to facilitate communications with higher headquarters while on-the-pause and over-the-horizon, until larger Command and Control (C2) systems are established. The ECCS will allow early entry forces to rapidly move into theater and conduct en-route collaborative planning while providing reach back into the Global Information Grid (GIG). The ECCS system architecture is comprised of base stations and scalable deployable communication solutions. A base station consists of the equipment necessary to terminate these systems. Four variants of the deployable system are required: the Rapid Response Kit (RRK), the Commander's Kit (CK), and the Sensitive Compartmented Information (SCI) variants of the RRK and CK. The Marine Corps System Command (MARCORSYSCOM) is issuing this RFI to identify potential business sources under NAICS code 517919 that are interested in being a prime contactor to provide ECCS units, system sustainment and capability improvements for the continued integration of state-of-the-market hardware and software for the ECCS. The company will provide ECCS production, sustainment, systems engineering, integration, fielding and logistics support to provide communications capabilities with ECCS and services to the Marine Corps. Sustainment will include 24 hour, 7 days a week helpdesk operation, routine software maintenance and obsolescence management. Support will include fielding, (field level and depot level) maintenance of hardware and software, training, engineering services and technical support. The Government anticipates entering into an IDIQ Fixed Price contract with a five year ordering period. The Government's anticipated minimum and maximum ordering amou! nts are $2,000,000 and $75,000,000, respectively. The Marine Corps Systems Command will use the results of this RFI to determine which businesses in the marketplace are capable of fulfilling the Government's requirements (outlined above) as a prime contractor. Interested businesses are requested to submit a capability statement, not to exceed 5 pages, outlining their ability to meet or exceed this potential requirement no later than 4:00 pm EST, 11 March 2009. The North American Industry Classification System (NAICS) code for this effort is 517919, All Other Telecommunications, Size $25,000,000. Information contained in the capability statement should be pertinent and specific to the Government's requirement, and at a minimum address the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed; (2) Facilities: Availability and description of facilities location and availability to support performance; (3) Security: A statement regarding personnel and facility security clearance; (4) Business size: Include the company's business size based upon NAICS code 517919; (5) Contact: Identify a corporate point of contact; (6) CAGE code: Include the company's CAGE code; and (7) Interest level: Include an affirmative statement that they are a [indicate large or small] business and interested in performing as a prime contractor. (This RFI is not seeking to identify subcontractors or match subcontractors with prime contractors). Include any other specific and pertinent information as it pertains to th! e particular supplies to enhance our consideration and evaluation of your company's capability to meet the requirement.
