Description
Contractor Past Performance Information 16 Feb 2009 The U.S. Army Rock Island Contracting Command (RICC)) is using the Past Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) on selected acquisitions to evaluate the past performance records of offerors. Applicable acquisitions will contain PPIRS-SR notification provisions that will work in conjunction with all stated evaluation consideration. PPIRS-SR collects quality and delivery data on contractor performance from the Navy, Air Force, and Defense Supply Centers of the Defense Logistic Agency, TACOM and TCC at Rock Island (Army) and Rock Island Contracting Command (RICC) (Army). The objective of PPIRS-SR is to collect quantifiable delivery and quality information from existing systems and use that data to classify each supplier's performance by Federal Supply Class (FSC) for supplies or services, or the North American Industry Classification System (NAICS)*. Within each FSC or NAICS* code, contractors are assigned a color that depicts their past performance for quality and a numeric indicator weighted delivery score calculated using timeliness of deliveries. These elements are used to assess performance risk. If a solicitation contains PPIRS-SR provisions, source selection officials will use data obtained from PPIRS-SR as part of the performance risk assessment in accordance with the evaluation criteria in section M of that solicitation. Contractors are granted access to PPIRS-SR to view their current scores and any pending classifications. Pending classifications are held in a review status for 30 days to allow for contractor review. PPIRS-SR allows contractors an opportunity to challenge any quality/delivery performance record. It is the contractors responsibility to review the data in PPIRS-SR and make any appropriate challenges to that data. The database is updated once a month. To learn more about PPIRS-SR, register your firm in PPIRS-SR and review your past performance data. (Any contractor can register to see what data PPIRS-SR contains.)
