- This is a SPECIAL NOTICE to communicate TSA’s intent to award a firm fixed price contract to COSTAR Group, Inc., 2 Bethesda Metro Center, 10th Floor, Bethesda, MD 20814 on a sole source basis, for the purchase of commercial real estate database site license subscriptions. This is a continuing requirement and follow-on effort. The period of performance will be a total of five (5) years; one 12-month base period with four 12-month option periods. In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, there is no other existing entity that offers the services comparable to COSTAR which are necessary to successfully meet TSA’s commercial real estate search and analysis needs. The Transportation Security Administration was created in response to the terrorist attacks of September 11, 2001 as part of the Aviation and Transportation Security Act signed into law by President George W. Bush on November 19, 2001. Pursuant to that law 107-71 §114(j)(1), TSA has the authority to acquire (by purchase, lease, condemnation or otherwise) and lease real property within and outside the Continental United States, as necessary. The Office of Real Estate Services (ORES) is responsible for all TSA real property. COSTAR allows ORES to search accurate and up to date commercial property information. The site licenses provide access to a database that features over 38.5 billion square feet of property in over 300 Metropolitan Statistical Areas (MSAs) and has the ability to cross reference and cross analyze a market; research building characteristics; and includes photographs, floor plans and virtual tours. No effort will be made to solicit from potential sources as there is only one possible source. No actions will be taken to increase competition; however this requirement will be reviewed upon renewal for potential sources that may enter the marketplace. The purchase will be awarded without further notice on February 27, 2009. [End]
