Description
The Department of the Navy is pursuing partnerships with a Not For Profit Agency for the building, maintenance and storage of very large complex medical kits for use aboard navy ships The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 6.302) with The Lighthouse for the Blind, 8833 Fleischer Place, Saint Louis, MO 63134 as a reliable source under the Ability One Program that can provide the medical kits. Regulatory Requirements: The Reagents, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. Vendor Requirements: The vendor must already have in place DEA, FDA and ISO 9001:2000 Certifications for the purposes of supporting these activities. It is the Navy’s intention to award a Firm Fixed Price Indefinite Delivery, Indefinite Quantity contract to a single 501(c) 3 Corporation, a contract not to exceed 5 years, with annual renewals for each follow on year. The vendor considered for this must have qualified vendors which meet or exceed the requirements to support ongoing activities of providing these Medical Kits. The vendor must offer a full line of brand name and commercial equivalent products to support the Navy’s defined mission of brand name and commercial equivalent products to support the Navy’s defined mission of outfitting a ship or submarine with medical and dental material from the Authorized Medical Allowance List (AMAL), Authorized Dental Allowance List (ADAL), and other material required as determined by Naval Medical Logistics Command. The vendor must further be able to provide these services within 30 days of contract award without a start up time. The vendor must also possess the ability to support financially and structurally the surge demands of the Navy in times of National disaster or time of declared war. All products provided would be commercial off-the shelf (COTS) already developed products. This is not a notice requesting a developmental, unproven or untested product. The agency must be willing to set a high priority in delivering the materials to the Navy in order to assure that the agency will be able to make on-time deliveries to the Navy customers. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325413 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements, received by 1:00 PM EST February 26, 2009, 2007 will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Jan Harding at Jan.Harding@med.navy.mil. Statements are due by 1PM EST 6 March 2009.
