- Polygraph Machine Spec's and Solicitation Clauses, provisions Attachment Solicitation Front Page 1of 1, DD1449 3 Attachments This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. Please review the attached minimum Brand Name/ Equivalent Specification / Salient Characteristics document and if capable of meeting the requirement, submit a proposal, in accordance with the stipulation set forth in the attachments. Delivery is FOB destination to, NGA 12310 Sunrise Valley Drive, Reston, VA 20191-3349. Within 30 days of award. All proposals will be evaluated based on addressing the contractor’s ability to meet the minimum specs. The government will make award on a Firm-Fixed basis to the lowest priced technically acceptable proposal “brand name or equal”, and meets minimum required polygraph instrument specs description reflecting the characteristics and level of quality that will satisfy the Government’s needs. If proposing an equivalent manufacturer brand, you must submit the technical specifications, and clearly identify the salient functional and performance characteristic specified in this solicitation, equivalent name brand, item model, and model number in your proposal. Total proposal cost shall include all shipping and handling with a breakout of unit price and total cost. The Government reserves the right to cancel this combined synopsis/solicitation, with no obligation to the offeror by the Government All proposals to this solicitation are due on 2300EST, Thursday, 5 March 2009. The offeror agrees to hold the prices in its offer firm for 60 calendar days starting from the closing date of this solicitation announcement specified for the receipt of offers. This announcement closes on 5 March 2009, at 2300 (EST).
