Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to solicit, negotiate and award purchase order on a noncompetitive basis with the Deseret Laboratories International, 1414 E. 3580 South, St. George, Utah, for the acquisition of a supply of PD-02, a highly purified form of creatine monohydrate, manufactured according to Federal Drug Administration (FDA) guidelines, that eliminates trace neurotoxins frequently found in over-the-counter blends. The NINDS is studying a finding that demonstrated PD-02 might slow or prevent the progression of Parkinson's Disease. The supply would be used in the NINDS Exploratory Trials in Parkinson's Disease multi-site clinical trials that are currently in process. The purification process of PD-02 is held by Deseret Laboratories International and the FDA has granted PD-02 Investigational New Drug (IND) status based upon the purification process. The period of performance will be 6 months with the option to exercise up to 8 six-month option periods. The Government intends to select and evaluate and award the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 12 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
