Description
This is a Presolicitation Notice only; no proposals are being requested at this time. The Marine Corps Systems Command (MCSC), Quantico, VA has a requirement to procure an Improved Loader's Weapon Station for the United States Marine Corps (USMC) M1A1 Tank. The Statement of Work will include requirements for configuration management, manufacture, test, and delivery of the Improved Loader's Weapon Station (ILWS). It is anticipated that initial delivery of the ILWS along with any required integration kits will be required within 13 months after contract award. The USMC procurement objective for this effort is currently estimated at 500 units. The initial procurement for this effort is estimated to be 200 units, with options for additional quantities. The solicitation will include the clause at 52.209-3, First Article Approval -- Contractor Testing, in order to demonstrate compliance with all requirements of the ILWS performance specification. MCSC plans to award one (1) firm-fixed price contract. The NAICS code is 336992, Military Armored Vehicle, Tank and Tank Component Manufacturing, with a size standard of 1000. Award will be made to the responsible offeror whose offer represents the best value to the government, considering price and other factors. This procurement will be conducted using full and open competition. Evaluation factors will be set forth in the Request for Proposals (RFP). It is anticipated that RFP No. M67854-09-R-6004 is will be issued in April 2009 and will be posted on the internet at the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil, and the Federal Business Opportunities at: http://www.fedbizopps.gov. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of this RFP will be available. Amendments, if any, will be posted at the same location as the RFP. The complete RFP package, including amendments, should be downlo! aded and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the RFP has been issued. NO PHONE CALLS WILL BE ACCEPTED. All items, materials, and components thereof submitted shall be in full compliance with the Restrictions on Specialty Metals (10 U.S.C 2533b), as further restricted in the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181) signed 28 January 2008. Furthermore, The resultant solicitation and contract will include DFAR clause 252.225-7014 - Preference for domestic specialty metals. Offerors may be required to provide detailed information certifying compliance. In order to be eligible for award, interested parties must be registered into the Central Contractor Databas! e (CCR), http://www.ccr.gov.
