- The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number R-CHI-00988 in support of the HUD Atlanta Homeownership Center. This procurement is for a fixed price contract under the Federal Acquisition Regulations (FAR), to provide Post Endorsement Technical Review services for the Atlanta Homeownership Center. The contractor shall perform detailed post endorsement technical reviews of the appraisal report, architectural and engineering, the mortgage credit analysis, underwriting decisions and closing documents for single family 1 to 4 unit properties on loans submitted to the Atlanta Homeownership Center on an as needed basis. Contractor must maintain current knowledge information regarding all FHA/HUD handbooks, mortgagee letters, notices, circular letters, Homeownership Center Reference Guide, AUS/TOTAL user guides, and any pertinent publications, current or future, that apply to loan origination, documentation and underwriting criteria, regulations and standards. The work requirements will be set out in the Statement of Work which will be within the Request for Quotations (RFQ). The proposed contract is for a performance period of 5 years. This solicitation is set aside for 8 (a) business concerns. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 531320, and the size standard is $2.0 Million average annual sales for the last three years. Solicitation package will be available on or about March 4, 2009. Quotations will be due on or about April 3, 2009.
