- This requirement is for a 5-year, Firm-Fixed Price, Requirements-type Indefinite-Delivery contract for the procurement of Flight Line Tow Tractors (FLTT), 4x2, Generic NSN: 1740-01-068-8945YW and Flight Line Tow Tractors (FLTT), 4x4, Generic NSN: 1740-01-452-4117YW, which are used to tow Aircraft Ground Equipment (AGE), munitions trailers, and military aircraft. The FLTT has a minimum Gross Vehicle Weight (GVW) of 8,000 pounds. The minimum Gross Vehicle Weight Rating (GVWR) for the commercial truck chassis required for the application is 9,500 pounds. The prime contractor shall maintain a 1,500 pound separation between the GVW and GVWR. The minimum Draw Bar Pull (DBP) force required for the FLTT is 4,500 pounds. The FLTT is used to tow trailers weighing up to 40,000 pounds and aircraft weighing up to 70,000 pounds on grades up to 2.5% on asphalt or concrete surfaces, and will be available in two-wheel or four-wheel drive variants. Material: Various The requirement will consist of one basic period of 12 months and 4 annual options. The best estimated quantities (BEQs) are as follows: Flight Line Tow Tractors, 4x2 - First Production Qty: BEQ 1 EA; Basic Production Qty: BEQ 239 EA; Option I Qty: BEQ 1-191 EA; Option II Qty: BEQ 1-208 EA; Option III Qty: BEQ 1-115 EA; Option IV Qty: BEQ 1-160 EA. Flight Line Tow Tractors, 4x4 - Basic Production Qty: BEQ 17 EA; Option I Qty: BEQ 1-9 EA; Option II Qty: BEQ 1-6 EA; Option III Qty: BEQ 1-12 EA; Option IV Qty: BEQ 1-10 EA. There is no minimum or maximum order amounts established. FAR Part 12 and FAR Part 15 procedures will be utilized with first production unit testing required. Multiple shipping locations are involved, to include both USAF and FMS requirements. Delivery schedule: 180 Days ARO. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instruction contained in the RFP. The Government will utilize the Performance Price Trade-off (PPT) procedures, and will evaluate proposals and make award in accordance with the Evaluation Basis for Award provision in the RFP. It is anticipated that the RFP will be released on or around 4 December 2008 and anticipated award on or before 24 April 2009. Electronic procedures will be used for this solicitation.
