- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being requested as a Request for Quote (RFQ); solicitation number is H92244-09-T-0116, as a Firm Fixed Price (FFP) type contract with fixed unit prices. The anticipated award date is on or about 23 February 2009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30, effective 17 February 2009. North American Industrial Classification Code (NAICS) 611699 applies to this procurement. This procurement is a 100% Small Business Set Aside. The size standard is 7.0M. The DPAS rating for this procurement is DO-C9. Schedule of Supplies/Services Period of Performance: 01 March 2009 through 19 March 2009. CLIN 0001 - Contractor shall provide two (2) instructors capable of training fast moving military units. Provide Cold Weather High Altitude Mountaineering Training for nine (9) Navy Special Warfare Development Group (NSWDG) personnel in Mendoza Argentina. Training shall include: How to detect high altitude sickness signs and how to treat them. Efficient means to traversing different types of high angle terrain. Survival skills at high altitude/cold weather to include building effective shelters and heating. Level I avalanche training to include reaction and rescue. Potential avalanche areas/conditions. Proper use and care of cold weather equipment. Proper method for packing gear in rucksacks as well as Polks. Proper methods for moving (snow shoes, skis, crampons). Proper methods to ascending and decending terrain with rucksacks via fixed lines. Instructors must supply supporting nutritional and physical preparation prior to training. Programs must be based on personal experience, having proven in the field in conditions specific to military training (i.e. Mount McKinley, Alaska, Himalaya, and or Mendoza, Argentina and have proven their capabilities on first ascents in any of these ranges). Instructors must be able to provide a flexible schedule revolving around the climbers requirements of light and fast movement up to 22,840 feet. FAR 52.209-1 Qualification Requirements (FEB 1995) FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical, ability to meet the requirements and price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
