Description
Department of the Air Force, Air Force Materiel Command, 562 CBSG, AFMETCAL, 813 Irving Wick Dr. W., Heath, OH 43056-1199 Description The requirement is for the purchase of a Sonic Gas Flow Calibrator (SGFC). The proposed item must meet the requirements of Purchase Description (PD) 09M-270A-FL dated 26 August 2008 located at this site. SGFCs are gas flow measurement standards that will control and measure flowrate over a range of 0.1 to 250 SCFM (Standard Cubic Feet per Minute) (standard flowrates in this PD are referenced to 14.7 psia and 70 °F) with an uncertainty of ±0.35% of reading or better. The SGFCs will allow for automated and manual flow control. AFMETCAL intends to award a commercial contract utilizing Best Value Technically Acceptable Performance Price Tradeoff (TAPPT) source selection procedures under FAR Part 12 as supplemented with parts of FAR Part 15. The contract will be a basic year and 1 option year period. The anticipated quantity is 7 each in FY09 and 4 each in FY10. Data including operation, maintenance manuals (requires an Illustrated parts break down), calibration procedures and certificates and a 3-yr extended warranty in accordance with the attached AFMETCAL Warranty ML-03 is required with each unit. Installation, training, and testing shall take place at each location. The production units will be direct shipped to locations such as: AFPSL in OH, Arnold in TN, Cape Canaveral in FL, Elmendorf in AK, RAF Feltwell in UK, Robins in GA, Tinker in OK (2 each) and Vandenberg in CA and other locations within the United States. Delivery shall be FOB destination. For each unit, a minimum of two days of complete onsite system training shall be provided in addition to the days required for installation. In total, installation and training shall require no more than five days at each location. Each unit will be acceptance tested which will be completed within 45 days after completion of installation and training. The first production unit will be shipped to AFPSL at Heath OH and is due 120-150 days after contract award. Arrangements shall be made prior to shipment for the onsite installation and training. Acceptance will be completed within 45 days after installation and training. Delivery of 1 each production unit will be due 120-150 days after notification of acceptance of the first unit. Testing will be completed within 45 days after training and installation. Shipments thereafter will be required within 30 days of notification of acceptance and installation and training is to be completed within 30 days of receipt at destination. After notification of acceptance, then 1 each will be shipped to next location and onsite completed within 30 days of receipt at destination until all units are delivered. Accelerated delivery is not permitted unless authorized by the contracting officer. The solicitation package will be posted at this site in approximately 2 weeks. Date for receipt of offers will be posted at that time. Past performance information will be required 10 calendar days before closing of the solicitation. Technical proposals will be prepared in accordance with Instructions to Offerors in the solicitation. FAX and email responses are acceptable.
