- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is W912ES-09-T-0011, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. Provisions and clauses by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far/. This procurement is 100 percent set aside for small business. The North American Industrial Classification Codes (NAICS) is 811310 and the business size standard $7.0 Million. The U.S. Army Corps of Engineers Saint Paul District intends to award a Firm Fixed Price Purchase Order. This requirement consists of replacement of the undercarriage on a Caterpillar D7R, S/N AGN00632, belonging to the Dredge Goetz fleet in accordance with the Request for Quotation. The undercarriage on the D7R is 100% worn and must be replaced to maintain the readiness of the D7R. The replacement parts quoted must be new or remanufactured like new Caterpillar parts. This requirement consists of two line items. ITEM 0001 Provide all labor, materials, and consumables to repair Caterpillar D7R, S/N AGN00632 in accordance with the Request for Quotation. ITEM 0002 Truck Transport. Delivery of Caterpillar D7R from Governments facility at 431 North Shore Drive, Fountain City, WI 54629 to vendors repair facility, and return delivery to Governments facility (same address). A description of requirements for items to be acquired is provided in the Request for Quotation. Period of performance: All work must completed no later than 06 MAR 2009. Place of delivery is: Fountain City Service Base, 431 North Shore Dr., Fountain City, WI 54629. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this solicitation. The provision at 52.212-2 Evaluation-Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212-2: (i) technical capability (ii) past performance; and (iii) price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Additional guidance on price and past performance is provided under provision 52.212-1.
