Description
THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This sources sought sysnopsis is to elicit knowledge and perspective on the challenges for the purpose of building a comprehensive and coherent Information Operations and Space Division (IOSD) program capable of realizing the full-scope of Strategy of Active Security (SAS) objectives. IOSD is interested in better understanding information operations and space operations solutions, the level of interest in industry for conducting this kind of work, and the capabilities interested industry partners may have in this area to help IOSD put together a solid Request for Proposal package. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose is to gain knowledge of interest, capabilities and qualification of contractors to compete and perform the resulting contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The objectives to be performed under the resulting contract will be to provide support to IOSD activities needed to realize the objectives outlined in the SAS. These activities can be broken down into strategic-, operational-, and tactical-level objectives, effects, tasks, and assessments. Two major divisions in effort are anticipated across these three levels of activity. The first division addresses the social sciences aspects of IOSD programs. These activities would include the development of cultural, economic, religious, geographical, and political implications of targeted audiences in the European Command (EUCOM) area of responsibility (AOR). Developing appropriate solutions which consider these key social-cultural aspects of key countries in the AOR is a critical element to successful IOSD operations and planning The second division of effort addresses the technical elements necessary to provide the appropriate capabilities supporting IOSD programs and operations in the EUCOM AOR. These areas include, but are not limited to, electronic warfare (EW), computer network operations (CNO), and Space applications. The cross-over points between the levels of interaction and the division of effort provides a framework for better characterizing the planning and operational tasks that are needed in pursuit of the SAS objectives. While the framework is notional, it serves as a basis on which to begin the dialogue concerning both the scope and depth needed to fully realize SAS objectives. In short, IOSD is looking for capabilities and good ideas to translate EUCOM SAS-level objectives into implementable conditions and tasks with clear metrics to assess progress toward desired end-states. This sources sought seeks industrys perspective on this challenge as well as a gauge on the level of interest and resources available to apply to this activity. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: "Offerors name, address, point of contact, phone number, and e-mail address. "Offerors interest in bidding on the solicitation when it is issued. "Offerors capability to meet requirements. "Offerors capability to perform a contract of this magnitude and complexity (include offerors in-house capability to execute requirements, comparable work performed within the past 5 years with brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. "Offerors Joint Venture information if applicable existing and potential. Interested Offerors shall respond to this Sources Sought Synopsis no later than 09:00 AM (PST) 15 March 2009. All interested contractors must be registered in CCR to be eligible for award of Government contracts.
