- Request for Proposal VA-259-09-RP-0153. The VA Eastern Colorado Healthcare System (ECHS) Medical Center, located at 1055 Clermont Street, Denver, Colorado is soliciting offers from experienced and qualified Service Disabled Veteran Owned Small Business Concerns capable of providing all plant, labor, tools, parts, equipment, transportation and incidentals needed to provide construction services for replacement of flooring, wall coverings, handrails, reception area reconfiguration, installation of automatic door openers and other related work as prescribed by the solicitation drawings and specifications for Project No. 554-09-109. This project requires extensive phasing and infection control mitigation as well as construction services described within this announcement. The estimated magnitude of construction is between $250,000 and $500,000. The VA is issuing this Request for Proposal in accordance with FAR Part 15 whereby technical capabilities and past performance are approximately equal in importance as to price. NAICS Code 236210 is applicable to this acquisition and the business size standard is $33.5M. Solicitation documents will be available electronically on/or about March 2, 2009 at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Information regarding an organized site visit and pre-proposal conference will be listed in the solicitation documents. Prospective offerors are encouraged to attend the organized site visit to familiarize themselves with the project, project site and conditions which may affect costs. NO OTHER ORGANIZED SITE VISIT WILL BE CONDUCTED. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation Number VA-259-09-RP-0153 has been assigned and shall be referenced on all correspondence regarding this announcement and solicitation. In accordance with FAR Part 4.11, contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
