Description
The Drug Enforcement Administration (DEA) Office of Human Resources is seeking responses from Small Businesses, Woman-Owned Small Businesses, Small Disadvantaged Businesses, SBA-Certified Historically Underutilized Business Zone (HUBZone) Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and SBA-Certified 8(a) Small Businesses to determine whether there are such businesses that are capable of providing an integrated automated solution for workforce management that meets all of the following criteria. System Description (1) A Commercial off the Shelf (COTS) Human Resource Automated System that can be modified, if necessary, to manage all of the following component human resource areas: (2) Recruitment and Staffing, (3) Position Management, (4) Classification, (5) Human Capital Planning, (6) Workforce Metrics/Analytics, (7) Performance Management, (8) Employee Discipline, (9) Retirement and Benefits, (10) Health Services, (11) Suitability/Background Investigations, and (12) Health and Safety Management. (13) Maintenance of the system and user training on the system will also be required under the contract. (14) DEA intends to request that vendors propose phased implementation of the system over the course of the five year contract, although vendors must show an ability to provide all of the services required under the contract at the time of award. (15) The software solution for this requirement must sit on DEA's servers inside DEA's firewalls, and (16) any information developed under the ! contract shall be property of DEA. (17) The vendor shall also be capable of providing user training and helpdesk support. (18) Services shall be available for 11,000 employees, (19) with an unlimited number of outside applicants having access. (20) The system shall be accessible from all DEA offices (domestic and foreign). (21) Applicants shall be able to access the system via Internet Explorer, Netscape, or similar web browser. (22) The system shall be compliant with OMB (or other ruling federal entity) IT architectural standards (e.g. J2EE, Microsoft.Net, Section 501 Standards). (23) The system shall be able to send data and receive data from the National Finance Center (NFC), which serves as the system of record for all DEA HR transactions. Sources Sought Responses This is a Sources Sought Notice, not a Request for Proposals. Small businesses that are capable and interested shall submit their response via email to Sarah.E.Gorter@usdoj.gov no later than March 3, 2009. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, the size and type of business, DUNS number, and verification of active CCR registration; and (2) a list of your company's capabilities and past performance for each of the component areas described in (1) through (23) in the preceding paragraph, to include information about similar services provided in the past, name of agency contracted with and a point of contact that can speak to the vendor's performance on the contract, period of performance of the contract, and contract number. The information and materials provided will neither be returned nor will reimbursement be made for any costs asso! ciated with providing information in response to this announcement. THIS NOTICE DOES NOT COMMIT THE DEA TO PROCURE THE SUBJECT SUPPLIES OR SERVICES NOR AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION. However, the Government may subsequently issue a Request for Proposal. The Government is seeking information only to determine whether small businesses are interested and are capable of providing this type of supplies/services.
