Description
The Federal Aviation Administration (FAA) has a requirement for repair of various components that are part of the Airport Surveillance Radar 11 (ASR-11), Digital Airport Surveillance Radar (DASR) System in support of the Primary Surveillance Radar System. The technical documentation, processes and procedures necessary to repair the equipment are proprietary to the original equipment manufacturer, Raytheon Systems Canada, Waterloo, Canada. The list of National Stock Numbers (NSNs) and Part Numbers applicable to the 38 line items will be provided to all interested parties upon request. An Indefinite Delivery/Requirements type contract for a six-month period is contemplated while a longer term contract is negotiated. Raytheon Canada owns the proprietary data rights to this equipment. The limited data rights to this Raytheon equipment do not allow the Government to provide this data to a third-party source for manufacture or repair purposes. Any interested vendors must have access to the original equipment manufacturer's (OEM) specifications, drawings and repair processes/procedures. Potential sources must provide documentation to the FAA showing proof for rights to use the data from the OEM. Statements that data will be obtained or that specifications, drawings and repair processes and procedures will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. Interested parties who can comply with and meet all of the requirements called out in this market survey should respond with their documentation in writing to Connie Houpt at connie.m.houpt@faa.gov. The Government will consider all responses to this market survey prior to further acquisition action. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government. Mark responses to this survey with Market Survey File #DTFAAC-09-R-53638, to arrive by 11:00 a.m. CST, February 23, 2009. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Responders to this announcement may be asked to provide additional details/information based on their initial submittal.
