Description
UAS INDUSTRY DAY SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL) is in the planning stage of seeking interested vendors that can provide a cargo Unmanned Air Delivery System for evaluation for potential deployment in support of the Marine Corps Warfighting Laboratory's (MCWL) Immediate Cargo Unmanned Aircraft System (UAS) project. This announcement follows a Request for Information released on 29 Jan 2009. MCWL is seeking a cargo unmanned aircraft system (UAS) capable of operation in deployed remote locations in the summer of 2009. A single air vehicle should be able to deliver 20,000 pounds of cargo in a twenty-four hour period to a round-trip distance of 150 nautical miles. It must hover in ground effect/hover out of ground effect (HIGE/HOGE) at 12,000 ft density altitude (DA) (objective 15,000 ft DA), but fly at 18,000-20,000 ft DA with a full cargo load. A cargo capacity of at least 1,000 pounds (threshold) and optimally 5,000 pounds or above (objective) at the maximum DA is required. The system shall be able to transport required materials to Marine Corps units operating at forward operating bases (FOB). Materials may include bulk liquids (fuel and water), ammunition, batteries, food, and other items used to sustain combat operations. Responses should include logistical footprint for the proposed unmanned delivery system (UAS), any interface requirements for integra! tion with Marine-prepared cargo loads, and any rigging requirements. The following system capabilities are desired: (1) Operate autonomously, beyond-line-of-sight (BLOS), (2) capable of command and control with remote terminal control capability at a site BLOS from the original launch site, (3) terminal control cargo delivery accuracy within ten meters (objective), (4) cargo lift operation of at least 1000 pounds at a 12,000 ft DA, (5) in-stride multiple drop capability, (6) 150 nautical mile round-trip range for FOB to FOB employment, (7) ability to launch from a FOB or unimproved road, (8) integrate with existing airspace control agencies at deployed locations, (9) command and control radio frequencies (RF) must be compatible with deployed location RF spectrum requirements, (10) contractor may be required to operate and maintain the system, (11) Marines shall be able to interface with the system regarding airspace integration and logistics packaging, loading and unloading, (12) capable of material retrograde from the FOB (objective), (13) operate in all-weather conditions, comparable ! to Marine Corps manned aircraft, (14) operate at night with overt and covert lighting (15) maintain seventy knots indicated airspeed with a full cargo load (objective), and (16) a system with the capability of en-route re-programming to alter the delivery point(s) (objective). To facilitate planning efforts, the program office will host an Industry Day on 5 March 2009 at 0830 until complete at MCCDC HQ, (in the Main Auditorium, room 313), 3300 Russell Road, Quantico, VA 22134. The Government will provide an overview of the Immediate Cargo UAS project. In addition, the Government will schedule, with interested parties, one-on-one meetings tentatively scheduled for the period 6, 9, and 10 March 2009 at the Marine Corps Warfighting Lab, 3255 Meyers Rd, Quantico, VA 22134. To assist in the development of the Purchase Description and the Statement of Work for the UAS, the Government is seeking information on current state-of-the art technologies from industry that may enhance Marine Corps capabilities. Accordingly, the Government desires to meet with technical personnel capable of presenting information that may enhance the capabilities of the Marine Corps in the timeframe stated. Responders are advised that the Government may use the following contractor support: Chenega Federal Systems, LLC 10505 Furnace Road Suite 205 Lorton, VA 22079 As advisors, Support Contractors will review contractor responses to this synopsis. With your response please provide offeror's consent for review of its information by the above named contractor advisors. If offeror's consent is not provided, contractors will not review responder's data that is marked with the restrictive legend identified in FAR 52.215-12. The Government will not entertain sales, marketing, and/or corporate capability briefs. Each meeting will last no more than 2 hours. Due to space limitations, interested parties are requested to limit attendance to no more than 3 people.
