Description
Precision Sniper Rifle (PSR) H92222-09-PSR Issue date - 13 February 2009 Closing date - 3 March 2009 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as follow-on to the 17 June 2008 market research effort to support a requirement for a Precision Sniper Rifle (PSR). All interested sources who did not respond previously are encouraged to submit company and product literature, references, and other pertinent information for the Government's consideration. The Government is interested in analyzing and testing sniper weapon systems to possibly replace the currently fielded Bolt Action SOF Sniper Systems (MK13, M40, M24). All interested sources are encouraged to submit information to the Technical Point of Contact (POC), Mr. Phillip McMillen, at NAVSURFWARCENDIV Crane, ATTN: Mr. Phillip McMillen, Code JXNLL Bldg 3422, 300 Highway 361, Crane IN 47522-5001 by close of business 3 March 2009. Mr. McMillen can be reached at Phillip.McMillen@navy.mil or 812-854-8410. Based on the number of vendor interests and information received, the Government will then schedule further testing and user/operational evaluations. It should be noted that during the evaluation, the Government plans to utilize employees from Science Applications International Corporation (SAIC) as advisors to the Government evaluators and therefore will have access to all information submitted. Sniper Rifle requirements include: 1) The system shall be chambered to safely fire factory produced "non-wildcat" Small Arms Ammunition Manufacturing Institute (SAAMI) or Commercial European standard (CIP) ammunition. 2) The action can be either manually or gas operated and available in left and right hand versions. 3) With primary day optic and ammunition the system shall provide 1.0 MOA from 300 to 1500 meters (in 300 meter increments) when fired from the shoulder or an accuracy fixture in nominal conditions. This is further defined as 1 MOA Extreme Vertical Spread for all shots in a 10 round group at the stated distances. 4) Mean Rounds Between Failures (MRBF) shall be 1000 rounds. 5) The system shall have an overall length no greater than 52" in full configuration / extended excluding suppressor with a single component no greater in length than 40". 6) The system shall weigh no more than 18 lbs with a 12:00 MilStd 1913 rail and a loaded magazine with 5 rounds. 7) The system shall be capable of operator breakdown into major components in less than two minutes. 8) The system will assemble from the major component breakdown in less than two minutes by the operator. 9) The system will assemble from breakdown with no change in weapon zero. 10) The system will have an integral MilStd 1913 rail at the 12:00 position, the rail will be capable of maintaining bore sight alignment and weapon zero while conducting routine firing combined with combat movement and operational training drills. The Government anticipates hosting an open industry day on 11-13 March 2009 in Tampa FL. One-on-one contractor- Government meetings will be scheduled for no more than 1.5 hours. Firms should bring briefings on a CD in a PowerPoint format. Firms are encouraged to bring hardware and ideas for the Government to contemplate as part of the market research for this requirement. Additionally a Draft Go/No Go Requirement, Draft Performance Specification, and Questionnaire will be posted to FBO.gov for industry review and comment. The questions center on areas of the requirements that drive costs, schedule and are considered by the manufacturer to be high risk areas. All those wishing to participate in industry day shall provide company and participant names, contact information, and the completed questionnaire no later than 3 March 2009, to Ms. Verdetta Weaver at weaverv@socom.mil. Firms should indicate any preference it may have for a specific day and time within the current schedule of 11-13 March. The Government will attempt to accommodate those requests as best as feasible. Final schedules will be provided once the list of attendees is compiled. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
