- THIS CONSTITUTES AMENDMENT 0002 TO N40442-09-T-4011 This amendment is being issued to: (1) extend the proposal due date; and (2) change the period of performance; (3) dissolve small business set-aside; and (4) modify evaluation factors. The solicitation is hereby amended as follows: 1. The proposal due date has been extended to 24 February 2009 at 10:00 AM EST. 2. The period of performance has been changed to 02 March 2009 to 10 April 2009. 3. The determination of small business set-aside is dissolved, and this requirement is hereby solicited as full and open competition. 4. The offeror shall submit a technical and a price quote that shall include, at a minimum: (a)Offerors shall submit: (1) Technical, (2) Price and the Solicitation/Offer, signed and completed, and (3) Past Performance. (b)Offerors shall submit completed representations and Certifications, including those incorporated by reference. (c)Offeror shall submit a0pproved ABS welding procedures to accomplish all the structural work outlined in the statement of work including the stainless steel hydraulic tubing. Part I: Technical Proposal The technical proposal will be the basis for assessing the offeror’s ability to understand and perform the tasks in the solicitation. Evaluation criteria for technical proposals are listed below: Category 1.0 Understanding the Statement of Work 1.1Time Phased Sequencing Network: Demonstrate in detail, an understanding of the overall scope of work and plan to accomplish that work by providing a Time Phased Sequencing Network. Part II: Price Offeror’s quote will be evaluated with respect to the following: (a)Price reasonableness/realism Part III: Past Performance Past performance factor will be used to evaluate the offerors’ ability to perform the contract successfully. Offeror should discuss relevant experience as a prime contractor or sub contractor, and of key personnel in related work required by this solicitation.
