Description
A.INTRODUCTION The “Ensuring Help Arrives Near Callers Employing 9-1-1 Act” was signed into law December of 2004. It called for the Assistant Secretary of Commerce and the Administrator of the National Highway Traffic Safety Administration (NHTSA), US Department of Transportation, to create a National E9-1-1 Implementation Coordination Office (National 9-1-1 Office) to implement its provisions. 47 U.S.C. § 942 makes NHTSA’s Office of Emergency Medical Services (OEMS) and the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce (DOC) responsible for the following: •Improve coordination and communication between Federal, State and local emergency communication systems, emergency personnel, public safety organizations, telecommunications carriers, and telecommunications equipment manufacturers and vendors. •Develop, collect and disseminate information concerning practices, procedures and technology used in implementation of E9-1-1 services. •Administration of a grant program specifically for Public Safety Answering Points (PSAPs). The ICO must obtain policy, program, and project input from the broad constituency of transportation and public safety officials who are responsible for public safety, emergency communications and response, and the private sector entities that support their functions. These include policy and program decision makers, as well as field personnel within a wide range of professional communities: transportation, law enforcement, fire and rescue, Emergency Medical Services, emergency communications, telematics manufacturers and service providers, and State and local governments. Fundamental cultural and institutional differences separate the professional communities involved. Engaging these essential stakeholders requires a working knowledge of the telecommunications technology and how it is utilized in operating 9 1 1 services. While NHTSA staff has developed some expertise in the areas of 9-1-1 technology and operations, it is in the best interest of the National 9-1-1 Office to acquire, through contract, professional services providing the National 9-1-1 Office with supplemental skills, knowledge and abilities in both 9-1-1 technology and operations. Technical expertise includes such things as a working knowledge of the technical telecommunications components included in the 9-1-1 system, how they interconnect and how they function. It also includes a working knowledge of the technical challenges faced by 9-1-1 systems in accommodating advancing technologies such as text messaging, telematics data, photographs and video. Operational expertise includes a working knowledge of how 9-1-1 services operate, at both the individual Public Safety Answering Point (PSAP) level and at the 9-1-1 system level; including but not limited to budgeting, work force issues, protocol development, quality assurance, and policy and legal issues related to the operation of 9-1-1 services. B. PURPOSE The purpose of this task order is to initiate a contract to provide the National 9-1-1 Office with services as follows: •Professional technical support for the National 9-1-1 Office •Professional operational support for the National 9-1-1 Office. The projected period of performance for the provision of these services is 12 months. C.GENERAL REQUIREMENTS The contractor shall provide technical and operational support on a full-time, ongoing basis. The contractor shall develop products and services outlined in this Task Order that meet the requirements of the National 9-1-1 Office as well as all applicable industry standards. In all instances, these products and services must be developed and completed within strict timeframes, which are established by the Deliverables and Due Dates as described in this Task Order. The services included do not necessarily require those providing technical support to be housed within the DOT building; but will require regular and frequent travel to DOT if those providing support are not housed within the DOT building. Those providing support will be required to spend at least one day per week at DOT headquarters and will be expected to provide support remotely on a full-time, ongoing basis. D. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
