Description
This is for informational purposes only. The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate, on the basis of other than full and open competition, technical support services with the Public Health Systems Partners. In March 2008, a competitive Funding Opportunity Announcement (FOA) was issued by the CDC for a cooperative agreement program entitled "Strengthen and Improve the Nation's Public Health Capacity through National, Non-Profit, Professional Public Health Organizations to Increase Health Protection and Health Equity." The primary purpose of this cooperative agreement program is to strengthen the nation's public health capacity by improving the quality and performance of public health practice, public health systems, public health data and data systems, and the public health workforce. Cooperative Agreements were issued to the eleven (11) most highly qualified applicants. These eleven (11) non-profit grant holders are referred to as the Public Health Systems Partners (PHSP). The PHSP are established national non-governmental public health organizations that have demonstrated leadership and public health expertise providing policy and program guidance, technical assistance and training, and access to all segments of the public health infrastructure (institutions and workforce). The PHSP represent critical partnerships that work with public health institutions and its' workforce (health departments; boards of health; schools of public health; and public health leaders, practitioners and students) and with the Centers for Disease Control and Prevention (CDC) and other federal agencies to improve public health for all Americans. The PHSP are significant, uniquely capable entities in their own right that have gained additional experience and expertise through their activities under these cooperative agreements. That combination of capability, capacity, constituent reach, experience, and expertise is not reproducible and is not available from another source or set of sources. As such, the Centers for Disease Control and Prevention (CDC) plans to award up to eleven (11) task order contracts to the PHSP, to leverage their resources, infrastructure, and services to assist CDC to fulfill its mission, strategies and objectives at all levels of Public Health, including Federal, state, and local levels. The planned task order contracts will make that existing beneficial combination accessible to the CDC for the acquisition of services for the direct benefit or use of the Federal Government, in addition to the Federal Government supporting meritorious public purposes through the cooperative agreement program. Technical support services with the PHSP will focus on efforts that protect and improve the health of all people and all communities by promoting national policy, developing resources and programs, seeking health equity, and supporting effective state and local public health practice and systems. As a group of organizations the PHSP bring expertise and access to all levels of public health to assist and collaborate with the CDC on public health mission-related priorities. These organizations offer ready access to public health infrastructure (i.e. local, state health departments, boards of health, epidemiologists, public health students and leaders, and public health institutes, etc.) and allow existing capacity to scale up emerging public health initiatives, policies, programs, and activities. The eleven (11) Public Health Systems Partners are as follows: American Public Health Association (APHA) Council on State and Territorial Epidemiologist (CSTE) Association of State and Territorial Health Officials (ASTHO) National Association of County and City Health Officials (NACCHO) National Association of Local Boards of Health (NALBOH) Public Health Foundation (PHF) Association for Maternal and Child Health Promotion (AMCHP) National Network of Public Health Institute (NNPHI) Public Health Accreditation Board (PHAB) Task Force for Child Survival and Development (TFCSD) Public Health Data Standards Consortium (PHDSC) This is a notice of intent and not a request for proposals. It is believed that these partners serve constituents that are not served by any other national representative organization to meet the minimum needs of the Government and no other source for these services is known at this time. This procurement will be processed under the authority of FAR 6.320-1, one responsible source (the Partners) and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete the proposed requirement based on responses to this notice is solely within the discretion of the Government. The NAICS Code is 519190. Information received will be considered solely for the purpose of determining whether to conduct an expanded competitive procurement. Information furnished shall include enough detailed information to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Responses by Facsimile (Fax) will not be accepted. All vendors/prospective contractors must be registered with the Central Contractors Registration (www.ccr.gov) prior to award date.
