It is the Government's belief that only one responsible source exists that is able to satisfy agency requirements, and that NDCHealth, in the course of working with the CDC on other urgent requirements, has developed levels of knowledge and expertise that are essential to the immediate commencement of these services. Immediate implementation and commencement of services is essential to prepare for a potential pandemic or bioterrorist act as a public health emergency. NDCHealth is the only vendor uniquely qualified to provide the CDC with access to real-time antiviral prescription data to include approximately 30,000 unique pharmacies and over 400,000 electronic antiviral prescriptions on a daily basis. Through their Intelligent pharmacy network, they provide connectivity to over 90% of the pharmacies throughout the United States and transact over 80% of all electronic pharmacy claims. No other vendor possesses real-time connectivity assets and capabilities of this scope. As a result, NDCHealth is the only vendor capable of fulfilling CDC's requirements to deliver antiviral prescription data from a minimum of 30,000 unique pharmacies with over 400,000 unique antiviral prescription claims every 4 hours from time of dispense. This procurement will be processed under the authority of FAR 6.320-1. Only one responsible source and no other supplies are services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete the proposed requirement based on responses to this notice is solely within the discretion of the Government. The NAICS Code is 541990. This notice is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information furnished shall include enough detail information to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Responses by Facsimile (Fax) will not be accepted. All vendors/prospective contractors must be registered with the Central Contractors Registration (www.ccr.gov) prior to award date. If not registered or active by that date, vendor proposals will be considered non-responsive. Refer to Government Numbered Notes #22 (http://cbdnet.gpo.gov/num-note.html).
