- Description
- The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico, has a requirement for a vendor to provide wireless cellular telephone services for all VACHS facilities within Puerto Rico and U.S. Virgin Islands. A Firm Fixed-Price contract with a base year and option periods is being considered. Estimated requirement is for one hundred twenty (120) cellular telephones. Service package will be specified in the solicitation and may include free shared minutes, incoming calls, nights and weekends, mobile to mobile calls, long distance, caller ID, call transfer, call waiting, conference call, roaming, voice mail and detail billing. In addition, another twenty (20) cellular telephones will be maintained on site by VACHS and will be activated by vendor within 24 hours upon Government request in the event of an emergency. All cellular units must be change once a year with the latest model at no cost to the government for the duration of the contract. The vendor must have local representation on the island with their own telecommunications infrastructure of towers and dish antennas or equivalent. The coverage should be clear throughout the entire island of Puerto Rico and the U.S. Virgin Islands since use is for direct patient care. Calls to the U.S. Virgin Islands should be considered local without any roaming charges and incoming calls shall be at no additional cost to the government. The contractor will replace any damaged cellular unit (not do to user abuse) with the same model or better within the time frame specified in the contract. Company will facilitate the delivery. Contractor will assure transmission twenty four (24) hours a day, seven (7) days a week. The vendor shall provide a single point of contact available on a 24/7 basis to resolve and assist with any service related issues and to activate any additional units in the event of an emergency or disaster. The point of contact must be available on a live basis. The North American Industry Classification System (NAICS) Code for this procurement is 517210, Wireless Telecommunications Carriers (except Satellite) with an associated size standard of 1500 employees. No solicitation document is available and telephone requests will not be accepted. The VACHS is considering whether to set-aside this contemplated acquisition for Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), HUBZone, 8(a), or Small Business (SB) sources. If adequate responses to this notice are not received, the acquisition may be solicited on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, any firm that believes it can meet the requirements must give written notification, including verification of ability to perform the task above, to the Contracting Officer within 10 calendar days from the date of publication of this notice.
