Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.5, Test Program for Certain Commercial Items. The North Atlantic Regional Contracting Office, Washington, DC, 20307 has a requirement to procure the following item (s): 1)Corona Plus-Charged Aerosol Detector for HPLC, 2)Nitrogen Generator for Corona Cad Detector, 3)component installation and 4)zone travel. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements, the Government intends to award a sole source contract to ESA Biosciences, Inc., 22 Alpha Road, Chelmsford, MA 01824. The Department of Clinical Investigation found ESA Biosciences to be the only known company to offer a universal HPLC detector that integrates with systems currently being used in their laboratories. The Government will consider all responses received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested parties may contact the North Atlantic Regional Contracting Office, 6900 Georgia Ave NW, Washington, DC, 20307. All responsible parties should submit queries to this requirement to Lori Washington (lori.washington@amedd.army.mil) by 2:00 PM, February 13, 2009. This announcement is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
