Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to make a single award for the provision of Medical Laboratory Technologist Services for the Federal Correctional Institution, Morgantown, West Virginia. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The contract period will consist of a base period from date of award through 12 months, and four one-year option periods for renewal at the discretion of the government. The estimated quantities for the base year and each option year are 780 sessions per year. A session is defined as one hour. The schedule will be in blocks of five sessions each on Monday, Tuesday, and Thursday. Additional sessions may be provided on an as needed basis. The schedule shall not exceed 30 hours per week. The Contractor will normally work, Monday, Tuesday and Thursday (except federal holidays), between the hours of 7:30 a.m. and 4:00 p.m., with a 30 minute unpaid lunch period, (if applicable). The contractor shall provide on-site services for the Health Services Department at FCI Morgantown, is available at www.bop.gvo. The contractor shall draw blood samples, fill out appropriate laboratory request forms, and prepare samples for shipment to the appropriate laboratory. The contractor shall be responsible for the personal health care needs and cost associated with exposure, or possible exposure, to any blood borne pathogen or other risks encountered during the performance of this contract. The contractor services will be reviewed by Mid-level Practitioner or Clinical Director of the Health Services Department. Qualifications include, the prospective contractor providing services under this contract award must be a currently licensed Laboratory Technologist in the state of West Virginia. Be a graduated from an accredited school or program of Medical Laboratory Technology. Quoters must specifically identify the individual that will be performing these services under any subsequent contract award. The quoter must provide proof that their candidate meets all qualifications. Services will be performed for individuals who are in the custody and care of the Federal Bureau of Prisons within a security correctional environment. The solicitation will be made available on or about February 16, 2009, and will be distributed solely through the General Services Administration Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The North American Industrial Classification (NAICS) code is 621511, with a small business size standard of $13.5 million. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The date for receipt of quotations is on/about March 09, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note 1.
