Description
The Naval Air Warfare Center Weapons Division (NAWCWD) in conjunction with the Office of Naval Research (ONR) Enhanced Weapons Technology Enabling Capability for High Speed Component (HSC) products and Future Naval Capabilities Office solicits new technology demonstration of an enhanced RF radome and compact actuator for future high speed and time sensitive strike weapons.Research activities will involve design studies, analyses, component builds, laboratory tests and ultimately ground tests to evaluate electrical, structural and thermal performance capability. These may include tests in an anechoic chamber, a structures laboratory, and a facility similar to the "T" range at China Lake. Technical Readiness Level 6 is the goal for prototype demonstration in a relevant ground test environment at the completion of this effort. This Broad Agency Announcement (BAA) is directed solely to the radome task. The radome is intended for integration into a future time sensitive strike weapon, to enable engagement of mobile targets at extended ranges. Another BAA will be published at a later date for the compact actuator task under the same sponsorship. It is anticipated that up to $5.0M will be available over the next 4 years for the radome solicitation, but this is subject to appropriation and approval by ONR. It is possible that multiple contracts will be awarded in late FY09 based on evaluation of the responders' potential to accomplish the program tasks. It may be that an individual offeror will not have all the skills to execute the entire range of program tasks. Contracts may be extended to those who have the expertise to tackle selective tasks as part of the overall requirements, but it would be to their advantage to put forth a plan coordinated with other vendors for the completion of the entire effort. Teaming of industry-to-industry, industry-to-academia, and others along with government involvement may present an advantage in some cases to provide the needed expertise, addressing the wide range of requirements and challenges of this program. Hereafter, participants are noted as offeror team and government team in this solicitation. This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). A formal request for proposal (RFP). Solicitation, and/or additional information regarding this announcement will not be issued. The Naval Air Warfare Center Weapons Division (NAWCWD) will not issue paper copies of this announcement. NAWCWD reserves the right to select for award and fund all, some, or none of the white papers/proposals submitted in response to this announcement. NAWCWD provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (and any other material) submitted in response to this BAA will not be returned. Awards will be in the form of contracts. Therefore, proposals submitted as a result of this announcement will fall under the purview of the FAR.
