Description
THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the NHLBI, Division of Intramural Research, intends to negotiate with Dr. Yeong-Jae Seok, San 56-1 Shinlim dong, Gwanak gu Department of Biological Sciences Seoul National University, Seoul Korea to continue to collaborate with the Laboratory of Cell Biology on an ongoing project, dealing with the regulation of the nitrogen regulatory phosphotransferase system in Escherichia coil. Purpose and Objectives for the Procurement The specific objectives for the contract are to search for a new factor involved in regulating the state of phosphorylation of the proteins of the nitrogen regulatory phosphotransferase system. The nature of the work to be performed involves growth of bacterial cells, protein purification by column chromatography, proteomics-based determination of protein sequence for identification of protein in the genomics database. Background Information Dr. Yeong-Jae Seok has collaborated with members of the Laboratory of Cell Biology (LCB) in elucidating the regulation of the pathway for nitrogen regulation in Escherichia coli denoted the nitrogen regulatory phosphotransferase system. He is prepared to come back for a period of time to attempt to study aspects of the regulation of the state of phosphorylation of the proteins of this pathway. Scope of Work Specifically, but not limited to, the Contractor shall; 1) Set up assays for determining the state of phosphorylation of the proteins. 2) Grow cells for making extracts containing a putative regulatory factor. 3) Fractionate cell extracts for enrichment of the regulatory factor. 4) Identify the factor by proteomics. 5) Clone the regulatory factor. The desired results, functions, or end items required to accomplish those results are to: Attempt identification and cloning of the regulatory factor necessary for regulating the state of phosphorylation of phosphotransferase proteins. The technical specifications and applicable standards or methodologies to be used are: evaluation of purity of the final products as suitable for regulating phosphorylation state of a particular protein. There are no special handling or packaging requirements associated with this transfer. The Government will provide a computer, phone, and desk for use by the Contractor.The reporting requirements and deliverables consist of reporting requirements involve daily progress reported to the Project Officer. The Government is responsible for reviewing and approving reports and similar matters generated included periodic review of the contractor’s experimental data together with final assembly of the accumulated data for publication purposes. The reporting requirements involve daily progress reports to the Project Officer. The Contractor is expected to deliver the experimental data in a timely fashion consistent with the specific tasks defined under the contractor requirements. The Project Officer will keep abreast of the progress of the work to frequently determine if the contract requirements are being fulfilled. Inspection of the project will take place in the office of the Project Officer in Building 50, room 2517, and evaluated for acceptance whether the work is acceptable. It is estimated that six (6) months is required to complete this task. The reference number for this notice is NHLBI-PB-(HL)-2009-080-DDC The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-29. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The intended procurement will be classified under North American Industry Classification System code 541990, with size standard of $25M. Market Research conducted by the Government in accordance with the Federal Acquisition Regulations (FAR) Part 10, Market Research, has determined that the Dr. Seok, is currently the only person that can continue to collaborate with the LCB on an ongoing services specified herein. Through competitive or non-competitive procedures the suggested source was awarded a purchase order to conduct the professional services in the ongoing collaboration between the Laboratory of Cell Biologoy. The Laboratory of Cell Biology (LCB) is studying the regulation in Escherichia coli of the nitrogen regulatory phosphotransferase system. Dr. Yeong-Jae Seok has been working with LCB for some time on this problem and the Laboratory of Cell Biology have jointly discovered that one of the proteins in the pathway is a regulator of the potassium transporter but only in its dephosphorylated form. In order to further our understanding of the regulatory mechanism, it is now essential to elucidate the factors involved in controlling the state of phosphorylation of the proteins of the pathway. The purpose of the current visit is for him to utilize his accumulated expertise in this area to pursue this objective. Therefore, it is to the Government best interest for Dr. Seok to continue to collaborate with the Laboratory of Cell Biology. This notice of intent is not a request for competitive proposals. The resulting acquisition will be entered into pursuant to the acquisition authority set forth in FAR 6.302-1 and 41 U.S.C. 253(c)(1) and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
