- Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order for Air Force Behavioral Health Optimization in Primary Care Program (BHOP) Subject Matter Expert Support to Mountainview Consulting Group, Inc., Dr. Kirk Strosahl, PhD, Principal, is recognized as the technical matter expert in training of providers for the Air Force Behavioral Health Optimization in Primary Care Program (BHOP). Dr. Strosahl developed the manual used for BHOP training across the Air Force and developed the integrated behavioral helathcare model of which the AF BHOP is composed. Mountainview Consulting Group conducted all of the initial training and implementation of the AF BHOP and developed copyrighted model. Mountainview Consulting Group's model is currently the only model with empirical evidence of both effectiveness and wide consumer and provider acceptance thus, the rationale for adopting this model. Mountainview Consulting Group Inc. has proprietary right in the training methods and materials and thus makes them the only source able to provide the training and conduct the presentations. Dr. Stosahl is identfied, revered and actively marketed Af and DoD-wide as the leading expert and primary point of contact (POC) for BHOP training and consultation services. He has successfully established and continues to maintain key contracts, collabortive partnerships and effective working relationships thoughout the AF for which he has earned a positive reputation as the recognized BHOP POC and he has been selected as the DoD BHOP expert consultation fo rthe implementation of this model across all of the military services. His designated role as the BHOP Training Consultant has been incorporated into all Af presentation and resource materials, all written program products and inall training materials and manuals produced, distributed and currently in use. Moreover, Dr. Strosahl assisted in the development of all training materials and resource materials that are currently in use for this program throughout the AFMS. Note: All of the written materials used in BHOP were developed with Dr. Strosahl through use of his copyrighted materials. Dr. Strosahl is required for program continuity and fidelity, economic stewardship adn consistency of currently existing and widley disseminated published products and resources, adn for assurance of proper training of clinicians. This is vital to ensure that patients are receiving the appropriate level of care and the model is being appropriately implemented therefore, he is the only one responsible source and no other services will satisfy this agency requirement. AFDW/A7KM-S intends to award by other than full and open competition in accordance with Subpart 6.302-1, only one responsible source and no other supplies and servies will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because BHOP is the only model specifically used by the Air Force community.
