Description
The Defense Logistics Agency (DLA) / Defense Supply Center Richmond (DSCR) is exploring an effort to implement a Chemical Management Services (CMS) Program to support a military industrial complex in the United States Territory of Guam Marianas Islands and the Okinawa Japan Military Community. CMS will transform Joint Environmental Material Management System (JEMMS **) business practice applications currently in use at this customer site. This initiative is designed to provide a strategic, performance-based approach where a Chemical Service Provider centralizes the supply and management of hazardous materials and related services with the goal of improving lead-times, reducing costs, and increasing customer satisfaction while allowing the customer to reduce their costly existing infrastructure and draw CMS support from a cost-wise consolidated, locale specific inventory with a broad range and depth of chemical materials and services. Sources are sought for a potential 5 year program (single award) that will provide third party chemical management services support for Guam Marianas Islands and Okinawa Japan Military Community. These two remote island locations often experience frequent military personnel rotations, varied Department of Defense (DoD) tenant organizations, duplicative hazmat and hazardous waste storage facilities, and limited sources of supply. The prospective CMS provider will act as the single point of contact for all chemical transactions to include hazardous material and will be responsible for understanding all local laws/regulations regarding hazardous material. The establishment of centralized CMS facilities for Guam and Okinawa is necessary to address current independent operating environments. The following material items may be included in this initiative: paints, welding equipment, sealants, adhesives, lubricants, and gases (Federal Supply Classes 8010, 3439, 8030, 8040, 9150, 6810, 6830, 6850, 5350, 9150, and 9340). However, Fed-Std 313 may prescribe other items to be included in this effort and therefore this initiative may not be limited to those identified in this notice. The following services may be included in this initiative: - Demand Analysis & Forecasting - Purchasing of Hazmat - Inventory Management - Distribution to Point of Use (POU) - Environmental Management Support - Process Improvements - Information Technology (IT) Capability SUMMARY One of the elements to be gained from this sources sought is to gauge the industry for chemical management services capability and determine the socioeconomic status of the industry base for this type of initiative at the identified remote island locations. All respondents are requested to indicate their business size status under the proposed NAICS code 561210 and whether or not their company qualifies in any sub-category (i.e. 8(a), HUBZone, SDVOSB, WOSB). Offers should not be included nor will be accepted under this request. This initiative is still under consideration and currently in a market research phase.
