Description
SOURCES SOUGHT TO CONDUCT THE UNITED STATES MARINE CORPS (USMC) UH-1Y AND AH1Z Training Situational Analysis (TSA) to support H-1 Upgrades Program training requirements. The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to conduct this TSA. The TSA will include a task analysis, learning analysis, and media analysis specifically targeting training differences between what is currently trained and what needs to be trained for the UH-1Y and AH-1Z Aircrew (Pilot and Enlisted) and maintenance personnel. This analysis will include a full review of the current curriculum for all levels (100-600) of the AH-1Z and UH-1Y aircrew and maintenance personnel. The resultant TSA will, wherever possible, reuse job tasks and human performance processes, procedures, tools, and data across all Marine Corps Type/Model/Series (T/M/S) aviation programs. The culminating H-1 Upgrades training program ultimately will provide the necessary training to support the USMC HMLA/T-303 and CNATT MARUNIT at Camp Pendleton, CA. Written responses to this announcement should consist of the following: 1) A submission of your firm’s detailed capabilities related to meeting the requirements listed in the paragraph above. Include the following information: a) Government contract number, b) Contract value, c) Role your company played, d) Point of contact and current telephone number, 2) Your firm’s degree of familiarity and specific experience with: a) Conducting a Training Situation Analysis (TSA), b) Conducting a Task Analysis, c) Conducting a Learning Objectives/Hierarchy Analysis, d) Conducting a Media Analysis, e) USMC Pilot/Enlisted Aircrew Training Familiarity, f) USMC Aviation Maintenance Training Familiarity, 3) Explain your firm’s methodology for documenting standardized and repeatable processes and tools for a TSA, task analysis, learning objectives/hierarchy analysis, and media selection analysis. 4) A discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Marine Corps customer; 5) A discussion of any potential participation with small, HUBZone small, small disadvantaged or woman owned small business concerns; 6) A statement as to whether the firm has the resource capacity to conduct and produce TSA related products over the next 6-9 months; 7) A statement as to whether the firm responding to this announcement is a large business, or a small, HUBZone, small disadvantaged or woman owned small business. This announcement is published for informational purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. It is requested that written responses be submitted as an attached Microsoft Word document, limited to 15 pages and eight megabytes size limitations, via email in time to be received by 10:00 a.m. Eastern Standard Time on Tuesday, 17 February 2009. All firms responding to this announcement will be notified if a requirement is solicited. The results will be utilized to determine Set-aside opportunities. All set-asides will be considered. The Department of the Navy will use the responses to the announcement to make an informed decision concerning the strategy it will pursue to meet its objectives and, if the Department of the Navy elects to proceed with a procurement, to structure the solicitation to maximize commercial sector interest and encourage truly innovative and imaginative proposals.
