Description
This publication serves as notice of intent to procure services for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with Heritage Turbines, Inc. The government intends to acquire services under the authority of FAR Part 13, 106.1. The government intends to issue a fixed price purchase order to Heritage Turbines, Inc. for routine and unscheduled DHC-6 Twin Otter maintenance; parts and supplies as necessary in support of the DHC-6 Twin Otter maintenance; and, over and above repairs, labor, parts not part of the scheduled or unscheduled maintenance. This is a small purchase acquisition over $25,000.00. The period of performance for this service is for 12 months from the date of award. NOAA, AOC owns and operates four DeHavilland Twin Otter DH-6 series 300 aircraft. These aircraft are N56RF (S/N 824, TT+8710 hours), N48RF (S/N 740, TT~15700 hours), N57RF (S/N 688, TT~18800, and N56RF (S/N 788 TT~9400 hours). These aircraft conduct surveys to assess the distribution and population of endangered Northern Right Whales offshore New England and Canada. There is usually one but at times two aircraft operating year round out of the U.S. Coast Guard Air Station, Cape Cod (KFMH) and/or Hyannis Airport (KHYA). The aircraft's primary mission, as a survey platform for the NOAA Fisheries Service, requires the contractor to ensure minimal "out of service" or "down time" during the period of this contract. The contractor shall be located within close proximity to the aircraft location in order to provide adequate turnaround times on maintenance related issues. Maintenance support shall include service at both the USCG Air Station at KFMH as well as at the Hyannis airport KHYA. Determination of the location of the required maintenance shall be at the discretion of NOAA AOC. The Contractor is responsible to obtain and maintain appropriate identification to gain access to U.S. Government installations, Massachusetts Military Reservation and KFMH. Heritage Turbines, Inc. is the only FAA approved PT-6 engine shop located in Hyannis, MA or within 35 minutes flight time of the U.S. Coast Guard Air Station, Cape Cod, MA capable of providing the maintenance for the DHC-6 Twin Otter aircraft. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, CRAD requires that all contractors doing business with this office to be registered with the Central Contractor Registration (CCR). No award can be made to a company not registered in CCR.
